Article 237B applies where an individual debtor intends to make a proposal to his creditors for a voluntary arrangement and—
a
the debtor is an undischarged bankrupt,
b
the official receiver is specified in the proposal as the nominee in relation to the voluntary arrangement, and
c
no interim order is applied for under Article 227.
