Part II secures that education and library boards undertake certain activities only if they can do so competitively. Part III regulates certain functions of such boards in connection with public supply or works contracts. Part IV provides for the amalgamation of institutions of further education and the funding by the Department of higher education and contains miscellaneous amendments to the Education and Libraries (Northern Ireland) Order 1986 and the Education Reform (Northern Ireland) Order 1989. The principal amendments concern—capital grants to, and management of, mantained schools and voluntary grammar schools;the funding of premature retirement compensation costs of teachers and other persons;the establishment and functions of the Northern Ireland Council for the Curriculum, Examinations and Assessment;appeals concerning expulsion;the curriculum in key stage 4.
