NORTHERN IRELAND

This Order repeals and re-enacts with amendments the Parliamentary Commissioner Act (Northern Ireland) 1969. The principal amendments make provision for—the renaming of the Northern Ireland Parliamentary Commissioner for Administration as the Assembly Ombudsman for Northern Ireland;the removal from office of the Ombudsman where he is incapable, for medical reasons, of carrying out his duties;any of the functions of the Ombudsman to be carried out by any officer of the Northern Ireland Commissioner for Complaints;the appointment of a person to act as Ombudsman for a temporary period;the extension of the Ombudsman’s jurisdiction to include actions taken in the exercise of administrative functions by the administrative staff of certain tribunals;the investigation of a complaint by the Ombudsman where the person aggrieved has exercised his rights before a tribunal but complains that the injustice sustained by him remains unremedied;the examination by the Ombudsman of any matter complained of and his power to effect a settlement of that matter or to state what action should be taken to effect such a settlement or remove the cause of complaint.
