Approval of the SchemeN.I.
9.—(1) Before making the Scheme, the Secretary of State shall lay a draft of it before [F1the Assembly].
(2) The Secretary of State shall not make the Scheme unless the draft has been approved by a resolution of [F2the Assembly].
