A development corporation shall have –
a
a chief executive, with responsibility to the corporation for the carrying out of its functions and the management of its employees; and
b
such other employees as the corporation may appoint.

The first chief executive of a corporation shall be appointed by the Office.
3
Every subsequent chief executive shall be appointed by the corporation with the approval of the Office.
