In Article 4 of the 1997 Order (offence of unauthorised or harmful deposit etc of controlled waste), omit paragraph (7)(b) (defence of acting on employer's instructions).

This Article does not have effect in relation to an offence committed, or alleged to have been committed, before the coming into operation of this Article.
