2The Department of Economic Development, in exercise of the powers conferred on it by Article 52(1) to (4) of the Companies (Northern Ireland) Order 1990 and of every other power enabling it in that behalf, and having obtained the consent of the Lord Chancellor, the Secretary of State for Trade and Industry, the Secretary of State for Health and those Departments whose consent it is required to obtain by virtue of Article 52(5) of that Order, hereby makes the following Regulations:
