Exceptions3.
The prohibition in Article 2 shall not apply to a vehicle being used—
(a)
by or on behalf of the owner or occupier of land abutting on or convenient to the road for the purpose of gaining access to such land; or
(b)
in connection with the delivery to or collection from such land of any goods or livestock or postal packets; or
(c)
for police or military purposes, or in an emergency for ambulance or fire brigade purposes; or
(d)
in or adjacent to the road in pursuance of statutory powers and duties by or on behalf of a government department, district council or statutory undertaker; or
(e)
in or adjacent to the road in connection with the laying, erection, alteration or repair of any telecommunications apparatus as defined in section 4(3) of the Telecommunications Act 19845.
