Coming into operation in accordance with regulation 1

The Department of Health and Social Services for Northern Ireland, in exercise of the powers conferred on it by sections 122(1), 130(1), 131(1) and (6), 132(2), (3) and (4)(a) and (b) and 133(2)(h) and (i) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992(1) and section 5(1)(b) of the Social Security Administration (Northern Ireland) Act 1992(2) and of all other powers enabling it in that behalf, with the consent of the Department of the Environment for Northern Ireland(3) in so far as relates to regulations 3, 4, 5, 7(b), 8(1) and (2)(b), 9(1) and (2)(b), 10(2) and 11(2) of these Regulations and after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it(4), hereby makes the following Regulations:
