The Department of the Environment, in exercise of the powers conferred on it by Article 1(2) of the Waste and Contaminated Land (Northern Ireland) Order 19971 and paragraph 2(1) of Schedule 1 to the Northern Ireland Act 19742 and of every other power enabling it in that behalf, hereby makes the following order:
