The Department of Health and Social Services for Northern Ireland, in exercise of the powers conferred on it by sections 3(2), (3) and (5), 4(6) and 171(1) to (3) of, and paragraph 5(a) of Schedule 1 to, the Social Security Contributions and Benefits (Northern Ireland) Act 19921 and Article 47(4) of the Social Security (Northern Ireland) Order 19982 and of all other powers enabling it in that behalf, hereby makes the following Regulations:
