6. A teacher in a training school or a remand home, as those expressions are defined in section 180(1) of the Children and Young Persons Act (Northern Ireland) 1968(1) who is recognised by the Northern Ireland Office after consultation with the Department as duly qualified at the commencement of the service to teach in such training school or remand home.
