The Department of Education, in exercise of the powers conferred on it by Articles 31(2) and (3) and 42(3) and (6) of the Education Reform (Northern Ireland) Order 19891 and of every other power enabling it in that behalf, and after consulting as required by Article 31(4) of that Order, hereby makes the following Regulations:
