2.—(a) The amount applicable to him under regulation 83 or 84 except that the amount applicable under regulation 83(b) or 84(1)(c) in respect of the child or young person referred to in column (1) shall be £12·95 instead of an amount determined in accordance with paragraph 2 of Schedule 1, or
