A person who contravenes the requirements for notification under regulation 4 without reasonable excuse, proof of which shall lie on him, shall be guilty of an offence.

A person guilty of an offence under paragraph (1) shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.
