The Department of Education, in exercise of the powers conferred on it by Articles 88(3), 90 (3) and paragraphs 2(2)(e) and (f) and 2(3) Of Schedule 4 to the Education (Northern Ireland) Order 1998 1 and of all other powers enabling it in that behalf, hereby makes the following Regulations:
