The Department of the Environment, in exercise of the powers conferred on it by Articles 2(2), 38(3)(a), 39(1) to (5), 40(1) to (4), 41(7), 42(3) and 43(1) and (5) to (7) of the Waste and Contaminated Land (Northern Ireland) Order 19971 and of all other powers enabling it in that behalf, hereby makes the following Regulations:
