The Department for Social Development, in exercise of the powers conferred by sections 1(1C), 165(1), (3) to (5) of the Social Security Administration (Northern Ireland) Act 1992(1) and now vested in it(2), and of all other powers enabling it in that behalf, with the consent of the Department of Finance and Personnel(3) in so far as its consent is required, and after agreement by the Social Security Advisory Committee that proposals in respect of these Regulations should not be referred to it(4), hereby makes the following Regulations:
1.—(1) These Regulations may be cited as the Housing Benefit (General) (Amendment No. 4) Regulations (Northern Ireland) 2000 and shall come into operation on 25th August 2000.
(2) The Interpretation Act (Northern Ireland) 1954(5) shall apply to these Regulations as it applies to an Act of the Assembly.
2. In regulation 2B of the Housing Benefit (General) Regulations (Northern Ireland) 1987(6) (cases in which section 1(1A) of the Social Security Administration (Northern Ireland) Act 1992 is disapplied)—
(a)in paragraph (a) “or” shall be omitted;
(b)after paragraph (b) there shall be added the following—
“; or
(c)to a claim for a further grant of housing benefit made before 5th September 2000 under regulation 72(11) to (13) (time and manner in which claims are to be made).”.

These Regulations further amend the Housing Benefit (General) Regulations (Northern Ireland) 1987.
Regulation 2 provides, in cases where a claim for a further grant of housing benefit is made or invited before 5th September 2000, an exemption from the requirements in respect of national insurance numbers imposed by section 1 of the Social Security Administration (Northern Ireland) Act 1992.
These Regulations do not impose any charge on business.
