For paragraph (2) of article 4 of the 1979 Order (exclusion of Article 5(1) of the 1978 Order), there is substituted—

“(2)

The proceedings referred to in paragraph (1) above are any proceedings with respect to a decision or proposed decision of the kind specified in article 3(d) to (j)”.
