The Department for Social Development, being the Northern Ireland Department having responsibility for social security, in exercise of the powers conferred upon it by section 87(5) and (10) of the Northern Ireland Act 1998(1) and of all other powers enabling it in that behalf, hereby makes the following Regulations:
