The Department for Social Development, in exercise of the powers conferred by Articles 315C(4)(a) and (7) to (9) and 315F(6)(a) and (9) to (11) of the Insolvency (Northern Ireland) Order 19891 and Articles 12(2)(h), 13(1) to (3) and 73(3) and (4) of the Welfare Reform and Pensions (Northern Ireland) Order 19992, and now vested in it3, and of all other powers enabling it in that behalf, hereby makes the following Regulations:
