4.—(1) The Foundation shall not be regarded as the servant or agent of the Crown or as enjoying any status, privilege or immunity of the Crown; and the Foundation’s property shall not be regarded as property of or property held on behalf of the Crown.
(2) The Foundation shall comprise a Chairman and a Board of 5 Trustees to be appointed by the Secretary of State. Two of the Trustees may be nominated by the Chief Constable of the Police Service of Northern Ireland and the Chairman of the Northern Ireland Policing Board subject to the approval of the Secretary of State.
(3) The Foundation shall also consult with a Stakeholders Group comprising representatives from the Police Federation for Northern Ireland, the Royal Ulster Constabulary Widows Association, the Royal Ulster Constabulary Disabled Police Officers Association or any other organisation or person within the Royal Ulster Constabulary family as the Board may deem appropriate.
(4) It shall be a matter for the Board to decide on the manner of the representation of stakeholders to the Foundation.
