For the purposes of carrying out inspections under these Regulations, the Department shall appoint as inspectors persons who are in its opinion competent to advise about the implementation in zoos of the conservation measures referred to in regulation 3(7).

The Department shall pay to persons appointed under paragraph (1) such amounts in respect of their services and expenses as may from time to time be agreed with the Department.
