4.—(1) The following provisions of the Justice (Northern Ireland) Act 2002 shall come into force on 19th April 2004.
(2) The provisions referred to in paragraph (1) above are –
section 74 (appeals in small claims cases); and
section 75 (time limit for cases stated by county court).
(3) The amendments made by sections 74 and 75 to the County Courts (Northern Ireland) Order 1980(1) shall not apply to proceedings commenced before 19th April 2004.
