The Department of the Environment, being a Department designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to measures relating to the testing of the roadworthiness of motor vehicles and their trailers and in exercise of the powers conferred upon it by that section 2(2), and of every other power enabling it in that behalf, hereby makes the following Regulations:
