The Department of the Environment, in exercise of the powers conferred upon it by Articles 132(2), 135 and 218(1) of the Road Traffic (Northern Ireland) Order 1981(1) and all other powers enabling it in that behalf, and with the approval of the Department of Finance and Personnel(2) as regards regulation 25, hereby makes the following Regulations:
