The Department of Education for Northern Ireland, in exercise of the powers conferred on it by Article 1(3) of the Education and Libraries (Northern Ireland) Order 2003(1), and of all other powers enabling it in that behalf, hereby makes the following Order:
1.—(1) This Order may be cited as the Education and Libraries (2003 Order) (Commencement) Order 2005.
(2) The following provisions of the Education and Libraries (Northern Ireland) Order 2003 shall come into operation on 1st April 2005 –
(a)Part II (together with Schedule 1);
(b)Part II of Schedule 3 and Article 40(2) so far as relating thereto.

This Order brings into operation the provisions of the Education and Libraries (Northern Ireland) Order 2003(2), Part II, to introduce a Common Funding Scheme for the funding of grant-aided schools, other than a special school or a school established in a hospital.
Schedule 1 of the Education and Libraries (Northern Ireland) Order 2003 (Funding of Grant-aided schools: Consequential and Supplementary amendments) amends or repeals provisions of the Education Reform (Northern Ireland) Order 1989(3) and the Education (Northern Ireland) Order 1998(4).
