7.—(1) Where no pre-inquiry meeting is held pursuant to rule 5, an inspector may hold one if he thinks it necessary.
(2) An inspector shall give not less than 2 weeks written notice of a pre-inquiry meeting he proposes to hold under paragraph (1) to—
(a)the applicant;
(b)the Department;
(c)a person known at the date of the notice to be entitled to appear at the inquiry; and
(d)a person whose presence at the pre-inquiry meeting appears to him to be desirable.
(3) Rule 5(11) shall apply to a pre-inquiry meeting held under this rule.
