23.—(1) Subject to paragraph (2), a pyrotechnic which consists of—
(a)sulphur; or
(b)phosphorus,
mixed with chlorate of potassium or other chlorates or which contains any such mixture shall not be manufactured or stored.
(2) This regulation does not apply to any pyrotechnic named in a list, approved by the Health and Safety Executive established under section 10 of the Health and Safety at Work etc Act 1974(1), of pyrotechnics falling within the description referred to in paragraph (1).
