For the purpose of enabling the Lord Chancellor to make rules under paragraphs 7 to 13 of Schedule 9B to the Rates (Northern Ireland) Order 19773 and in so far as is necessary for the purpose of an order under section 2(2)(a) of the Justice (Northern Ireland) Act 20024
