20. A person who contravenes or fails to comply with any of the following provisions of these regulations, namely—
regulation 9(2);
regulation 12(4);
regulation 14(2);
regulation 16(1);
regulation 16(3);
shall be guilty of an offence under Article 13 of the Social Security (Northern Ireland) Order 1988(1) and liable on summary conviction to a penalty not exceeding level 3 on the standard scale.
