These Regulations which are made under section 2(2) of the European Communities Act 1972 implement in Northern Ireland Regulation (EC) No. 2003/2003 of the European Parliament and the Council relating to fertilisers (“the Community Regulation”).

The Department of Agriculture and Rural Development, being designated1 for the purposes of section 2(2) of the European Communities Act 19722, in relation to the common agricultural policy of the F1European Union, in exercise of the powers conferred upon it by the said section 2(2), makes the following Regulations:
