Until paragraph 13(b) of Schedule 2 to the Act comes into operation a penalty charge shall not be payable under Article 4(1) of the Traffic Management (Northern Ireland) Order 20052 in respect of the contravention in Schedule 1 to that Order which is specified in the paragraph which begins “An offence under any statutory provision”.
