Subject to paragraphs (2) and (3), the Department must pay the grant in respect of fees for which the student qualifies to the appropriate academic authority after a valid request for payment has been received.

The Department may make payments under paragraph (1) at such times and in such instalments as the Department sees fit.

The Department may make provisional payments under paragraph (1) in such cases as the Department deems appropriate.
