12.—(1) The Department shall—
[F1(a)establish appropriate qualitative and quantitative indicators and targets, such as on the quantity of waste that is generated, against which to monitor and access the implementation of the waste prevention measures; and]
(b)publish the benchmarks and any targets or indicators it establishes.
