The circumstances in paragraph (2) are the circumstances prescribed for the purposes of section 15(1)(a) of the Act.

The circumstances referred to in paragraph (1) are that—
a
the person has been identified by the Department as having a barrier to work and in the view of the Department has refused to address that barrier; and
b
the Department considers that the activity specified in the direction given under section 15(1) of the Act is a prerequisite to the person’s ability to obtain or remain in work.
