The Department of the Environment in exercise of the powers conferred by Article 17(2) of the Litter (Northern Ireland) Order 19941 and Articles 2(3) and 5(7) of the Waste and Contaminated Land (Northern Ireland) Order 19972, makes the following Regulations.
