These Regulations amend the Schedule to the Rates (Unoccupied Hereditaments) Regulations (Northern Ireland) 2011 (S.R. 2011 No. 36) to provide an exemption from unoccupied rates for a person who has made an application under Article 29 of the Housing (Northern Ireland) Order 1988 (“the 1988 Order”) in respect of a hereditament where the conditions under the scheme for acceptance of that application are satisfied. Article 29 of the 1988 Order provides for a scheme allowing the Northern Ireland Housing Executive to acquire by agreement, houses owned by persons who, in consequence of acts of violence, threats to commit such acts or other intimidation, are unable or unwilling to occupy those houses.
