18.—(1) A person (“P”) is guilty of an offence if—
(a)P fails to comply with regulation 7(1);
(b)P contravenes a pipe-line variation notice.
(2) A person guilty of an offence under paragraph (1)(a) is liable on summary conviction to a fine not exceeding level 5 on the standard scale.
(3) A person guilty of an offence under paragraph (1)(b) is liable—
(a)on summary conviction, to a fine not exceeding the statutory maximum; or
(b)on conviction on indictment, to a fine.
