A payment made within the past 12 months by or on behalf of an authority—
a
under Article 18, 34C, 34D, or 35A of the Children (Northern Ireland) Order 1995 M1, or
b
under any other enactment in order to meet a person's welfare needs related to old age or disability, other than living expenses.

In sub-paragraph (1) “living expenses” has the meaning in regulation 66(2).
