12. A risk assessment incorporating a description of—N.I.
(a)the particular hazards associated with the well operation including any environmental, meteorological and seabed limitations on safe operations;
(b)the subsurface hazards;
(c)any surface or subsea operations which introduce simultaneous major hazard potential; and
(d)suitable control measures.

Explanatory Memorandum
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Rule and provides information about its policy objective and policy implications.
