An appellant shall pay the whole of his own costs unless the tribunal directs that the whole or any part of his costs are to be defrayed out of the police fund.

Subject to paragraph (1), all the costs and expenses of an appeal in pursuance of these Regulations, including the costs of the respondent, and as the Department of Justice determines, any remuneration paid to members of a tribunal, shall be defrayed out of the police fund.
