The Department of Agriculture, Environment and Rural Affairs1, being a Department designated2 for the purposes of section 2(2) in relation to the common agricultural policy of the European Communities and matters relating to the promotion of rural development, in exercise of the powers conferred by section 2(2) of the European Communities Act 19723, makes the following Regulations:
