7.  No person may introduce or move any plants, plant products or other objects described in column 2 of Table 2 unless that person is a registered operator and the plants, plant products or other objects are accompanied by an official statement confirming the matters set out in the corresponding entry in column 3 of that Table.

Details of official statement

1.Tubers of Solanum tuberosum L., including those intended for planting which originate in Spain except where those tubers originate in an area which has been established in accordance with Article 5 of Decision 2012/270/EUThe official statement must confirm that the tubers have been washed so that there is no more than 0.1% of soil remaining.
2.Tubers of Solanum tuberosum L., originating in PolandThe official statement must confirm that the tubers have been found free from Clavibacter michiganensis ssp. Sepedonicus (Spieckermann and Kotthoff) David et al. in laboratory tests.
3.Plants intended for planting, other than seeds, of Ulmus L., originating in any part of the Union territory, other than the United KingdomThe official statement must confirm that no symptoms of Candidatus Phytoplasma ulmi have been observed at the place of production of the plants or in the immediate vicinity of the place of production since the beginning of the last complete cycle of vegetation.
