11.—(1) A person must not attend a sporting event as a spectator.

(2) A person must not organise, operate or participate in an indoor sporting event unless—

(a)all of the participating athletes are elite athletes; or

(b)the sporting event is for the purpose of physical education in or for a school or schools [F1; or

(c)it is permitted in accordance with regulation 3(2)].

(3) A person must not organise, operate or participate in an outdoor sporting event unless—

(a)all of the participating athletes are elite athletes;

(b)the sporting event is for the purpose of physical education [F2or extra-curricular activity in or for a school or schools (but not including inter-school sport)];

(c)the number of participants does not exceed ten persons from no more than two households; or

(d)all of the participants are members of one household or members of one [F3bubble;]

[F4(e)it is organised by a club, individual or individuals affiliated, in each case, to a relevant sporting body or to an organisation that regulates and provides advice and guidance to members on matters relating to sport and physical activities; and

(i)it consists of no more than 15 persons,

(ii)it is for the purpose of squad training and consists of no more persons than are reasonably required, or

(iii)it is for the purpose of competitive sport and consists of no more persons than are reasonably required, and in any event no more than 100 persons.]

[F5(3A) (a) Paragraphs (1) and (3) shall not prevent the attendance of up to 1,000 spectators at the 2021 Irish Cup Final at Mourneview Park Football Stadium, Lurgan.

(b)The Department of Health, the Department of Health and Social Care, the Public Health Agency and the Irish Football Association may process relevant information where it is necessary for the purpose of—

(i)carrying out a function under these Regulations,

(ii)minimising danger to public health as a result of the spread of infection or contamination, or

(iii)monitoring the spread of infection or contamination.

(c)in this regulation “relevant information” means information related to booking, taking, or the results of, a rapid COVID Lateral Flow Test in connection with the event referred to in subparagraph (a).]
