1. This Order may be cited as the Specified Diseases (Notification) (Amendment) Order (Northern Ireland) 2023 and comes into operation on 08th November 2023.

2.—(1) The Specified Diseases (Notification) Order (Northern Ireland) 2004(3) is amended as follows.
(2) In the Schedule (specified diseases), in the table, after item 17 insert—

3. In article 2 of the Diseases of Poultry Order (Northern Ireland) 1995(4), in the definition of “disease”, after “avian influenza,” insert “avian mycoplasmosis (infection with Mycoplasma gallisepticum and M melegridis), avian chlamydiosis,”.

4.—(1) The Diseases of Animals (Northern Ireland) Order 1981 is amended as follows.
(2) In Part 1 of Schedule 2—
(a)in paragraph 2—
(i)in sub-paragraphs (1) and (2) for “cattle”, in each place it occurs, substitute “susceptible animals”;
(ii)in sub-paragraph (3) for “head of cattle”, in each place it occurs, substitute “susceptible animal”;
(iii)after sub-paragraph (3) insert—
“(4) In this paragraph, “susceptible animal” means animal of the genus Ovis, Capra, Gazella, Bison, Bos or Bubalus, or of the species Syncerus cafer.”;
(b)in paragraph 8—
(i)the existing text becomes sub-paragraph (1);
(ii)in that sub-paragraph for “horse”, in each place it occurs, substitute “susceptible animal”;
(iii)in that sub-paragraph for “horses” substitute “susceptible animals”;
(iv)after that sub-paragraph insert—
“(2) In this paragraph, “susceptible animal” means animal of the family Equidae or Camelidae,or of the genus Capra.”.
(3) In Part 2 of Schedule 2, in paragraph 8, for “horse”, in each place it occurs, substitute “animal”.

This Order amends the Specified Diseases (Notification) Order (Northern Ireland) 2004 by adding a number of diseases of animals to the list of specified diseases in Schedule 1. It also extends the definition of disease in the Diseases of Poultry Order (Northern Ireland) 1995 to include avian mycoplasmosis and avian chlamydiosis. The effect is to make these additional diseases subject to the controls specified in the 2004 and 1995 Orders.
This Order also amends Schedule 2 to the Diseases of Animals (Northern Ireland) Order 1981 (power to slaughter animals and pay compensation) by extending the powers of the Department to provide for the slaughter of animals and payment of compensation in relation to outbreaks or suspected outbreaks of Pleuro-pneumonia and Glanders. This Order extends the species for both these diseases, which the Department can cause to be slaughtered and for which compensation is payable.
An impact assessment has not been produced for this Order as no, or no significant, impact on the private or voluntary sector is foreseen.
Formerly the Department of Agriculture and Rural Development (DARD see Article 3(4) of the Departments (Northern Ireland) Order 1999 (S.I. 1999/283 (N.I. 1)).DARD was renamed the Department of Agriculture, Environment and Rural Affairs (DAERA) by section 1(2) of the Departments Act (Northern Ireland) 2016 (c.5 (N.I.)).
