A telecommunications restriction order may be made by summary application on the application of the Scottish Ministers or the chief constable of the Police Service of Scotland.

The other parties to the proceedings in an application for a telecommunications restriction order may be—
a
the communications provider to which the order would relate;
b
any affected person who applies to be a party, and is permitted by the sheriff to enter the proceedings.
