These draft Regulations supersede the draft of the same title which was laid before the Scottish Parliament and published on 7 October 2021 (ISBN 978-0-11-105174-0). It is being issued free of charge to all known recipients of those draft Regulations.

The Scottish Ministers make the following Regulations in exercise of the powers conferred by paragraphs 1(1) and (3) of schedule 2, paragraph 7 of schedule 4 and paragraph 21(b) of schedule 7 of the European Union (Withdrawal) Act 2018(1) and all other powers enabling them to do so.
In accordance with paragraph 1(6) of schedule 7 of that Act(2), a draft of this instrument has been laid before and approved by resolution of the Scottish Parliament.
In relation to the exercise of powers under paragraph 7 of schedule 4 of the 2018 Act, paragraph 1(6) of schedule 7 is to be read with paragraph 12(3) of that schedule.
