The Scottish Ministers, in exercise of the powers conferred upon them by sections 1(5)(a), 5(4)(a), 16(1)(b) and (d) and (3) of, and paragraph 1(1)(b) and (d) and (3) of Schedule 5 to, the Debtors (Scotland) Act 19871 and of all other powers enabling them in that behalf, hereby make the following Regulations:
