These Regulations amend the Producer Responsibility Obligations (Packaging Waste) Regulations 1997–to replace the existing sliding scale fees for registration of a Packaging Waste scheme in regulation 15 with a flat rate fee for registration of £460 in respect of each member of the scheme; andto increase the target for recovery to 56% and for recycling to 18%, for the year 2001 onwards.
